These sound a lot like what my mother called "ball and crescent" cookies, because she made them in both shapes. Except she wouldn't have used either mace or cinnamon; her kitchen was almost entirely innocent of spices. And they were definitely not chewy; if you didn't stick the whole cookie into your mouth at once, you ended up with crumbs and powdered sugar down your front.
